b) 2011-11-04T03:54: IBIS VETO VDM14 HV went to zero. MOC then performed a
recovery procedure:
2011-11-04 03:58: IBIS IASW to Stand-By.
2011-11-04 04:04: VETO to Stand-By. At this point all the VETO HVs went to
zero as expected, the OOL disappeared (04:04Z) and the OEMs APID 1280 ID 186
Class 2 stopped (04:05Z).
2011-11-04 04:13: S/S IBIS disabled on the A/S
2011-11-04 04:38: HV now nominal.
2011-11-04 04:44: IBIS enabled on the A/S
